Small New York retailers still struggle after 9 11
In lower Manhattan many tiny firms face a slow revival after the Sept. 11 attacks and an economic slowdown. About 1,200 to 2,000 small businesses were wiped out, with roughly 600 in the World Trade Center vicinity. While federal aid nears $1.2 billion and groups have contributed, disbursement lag and rules hinder many storefronts. Owners complain of erosion of working capital and bias toward larger entities.
