Military rejects Rand study on gays in the armed forces
The Rand Corp 407 page report funded by the Pentagon argued that lifting the ban on gay service members could work without harming defense, aligning with President Clinton's view though the administration adopted only a marginal policy change. A separate officer panel urged a ban, while Rand cautioned openness would face social and operational challenges but is workable. Secretary Aspin noted Rand’s findings but defended the policy shift and congressional release.
