Commission approves specials restriction for delinquents

Lawrence city commissioners unanimously adopted a policy denying benefit district financing to developers with delinquent real property or special assessment taxes or with personal payment guarantees. The move follows a study on encouraging payment of delinquent specials, which comprise about 17 percent of the 1.5 million dollars in 1981 assessments. The action is described as the first step, with other options including upfront contributions and extending repayment from 10 to 20 30 years.

West Junior High Wins Arts Award for Fund Drive

West Junior High School earned the Community Enhancement and Cultural Interchange award from the Lawrence Arts Commission. James Glassnap accepted the honor for a $200 student body gift to the Lawrence Arts and Sculpture fund, which aims to raise about $35,000 for a kinetic sculpture for city hall. The city will match contributions, and about $8,700 has been raised in nine weeks with expectations to reach $10,000 soon. Treanor plans a public display model of the sculpture and notes the gift honors retiring principal Paul Hull.

North Lawrence man upset by street closures for Union Pacific overpass

A North Lawrence resident protests the Lawrence City Commission decision to close Eighth and Fourth Streets for a Union Pacific pedestrian overpass across the rail yard. He argues the Eighth Street closure harms his antiques and salvage business at 510 N Eighth. City officials say the action follows a 1979 plan and public discussion. Union Pacific says the overpass improves safety for Woodlawn School and may remove the need for a crossing guard. The man contends he was not notified, and questions permits beyond Fourth Street.
