The Senate Finance Committee voted to raise the federal gasoline tax by half a cent to 4.5 cents, funding energy conservation credits for homeowners and devices like heat pumps and solar systems. Provisions would move to a separate conference for review, affecting passage this year.
A new Gallup survey shows Carter at 49 percent and Ford at 39 percent among 1,016 voters, narrowing Carter’s lead from 23 points to 10. Ford plans a unity meeting with GOP factions as Carter campaigns in Plains and Iowa, with Mondale in New York criticizing Ford on school busing.
