Stalin to convene Communist Congress in Moscow
The Voice of America speculated Stalin may aim to replace about 60 central committee members who have died or been purged, as Moscow announced a congress in October. The broadcast noted at least 26 of 139 members died or were purged in 13 years, and 34 have not been mentioned recently, signaling a high mortality rate while the Soviet Union remains a dictatorship led by Stalin.
