The memo was sent to Interior Secretary Salazar on July 10 by Michael Bromwich. The White House backed a July 12 revised moratorium after a June court-struck ban, citing safety concerns following the Deepwater Horizon disaster that killed 11 and spilled millions of gallons of oil.
