Kansas Supreme Court to hear retroactive registry appeal

ACLU and the National Center for Victims of Crime urge the Kansas Supreme Court to overturn a ruling that the retroactive 2011 KORA amendments extending offender registration periods are punitive. The case centers on a Lenexa man convicted in 2003 whose registration was lengthened from 10 to 25 years, with in person filings and fees under threat of felony. Kansas lists 13,582 offenders now, including sex, drug, and violent offenders, under KBI counts.
