Gray, husband of Democratic national committee woman Georgia Neese Gray, was chosen as the write-in primary candidate with a required 18,147 votes. After tallying 2,509 precincts, Gray secured 23,585 votes to clinch the race.
Topeka Defeats City Manager Plan in Vote
Topeka rejected a city manager government Tuesday night marking the third such defeat in history. The proposal previously failed in 1929 and 1952, with labor unions opposing in this year’s campaign. Kansas has 36 cities under city manager government. Topeka shifted from council to a commission form in 1909.
