Anderson Urges Insurance Authority Opinion For State Schools
Topeka Atty. Gen. John Anderson advised that state schools may insure dormitories owned by endowment associations, art objects loaned, and funds held in trust. He said leasing properties from private corporations for university use may be insured if lease terms include insurance. Dormitories built with bonds may be insured until bond retirement, and theft insurance may cover campus cash and securities not owned by the state. The goal of the 1957 law was to make the state a self insurer of its property.

California to scrap silent juries for murder trials
California will replace the silent jury system in first degree murder cases with a two to three stage process. The jury determines guilt, then fixes the penalty in a second trial, and a separate third hearing may decide insanity. The change ends automatic death penalty by a silent verdict. Bruce F. Allen led the bill at the California State Bar’s request.
