Republicans Plan Definite Program for 1940 Sessions
House Republicans aim to present a definite program on housing agriculture and reciprocal trade at the 1940 Congress to offer alternatives to administration measures. Minority Leader Martin will form special committees to study and draft legislation, while Rayburn accuses Republicans of offering no substitute program and seeks a return to prior economic order. Senators foresee spending curbs and spending policy control as a major issue with potential early budget balancing steps.

Burke Cites But One Gain From Supreme Court Fight
Senator Burke asserts the only clear gain from the 1937 court reorganization fight was public understanding of federal government structure. He argues Roosevelt’s plan to enlarge the court would have forced a judiciary aligned with executive and legislative will, a move he calls repudiated. Burke notes Roosevelt’s appointees would be different regardless of the plan.
