Rule of Chachis Law to Catholics
James Marlow discusses a Czechoslovak case where a priest was jailed for refusing last rites to a Communist party member. He argues excommunication hinges on repentance and priestly forgiveness, noting the communists’ cynical attempt to force sacraments under duress and the Catholic view of mortal sin and possible salvation.

The Kansas state board of health urged all municipal plants to raise free chlorine to 0.4 parts per million during August and September to ensure safe supply. Dwight Metzler cited aging plumbing as a factor in sanitation gaps. The board received a federal $13,697 grant from the Federal Security Agency as part of an $850,000 nationwide stream pollution initiative. Kansas has long conducted water studies, with a recent project finishing in July on the main stem river from Junction City to Kansas City.

POWER AGENCY AUTHORIZED TO BUY AND RENT LINES
The Southwestern Power Administration may buy electric power and rent transmission lines under the 1944 flood control act as Interior Department solicitor Mustin White says. He notes acquisition can be by purchase or rental and that the agency must distribute power to stimulate wide use at low, soundly priced rates. The agency markets power from Army reservoir projects in Arkansas Louisiana and areas of Kansas Missouri Texas and Oklahoma. Nickel silver is favored for architectural hardware due to corrosion resistance and ease of cleaning.
