Gov Bill Graves said plans to present a new offer to keep Menninger in Kansas are too preliminary to exist. He noted possible revenue limits and indicated no current state proposal or timetable. Menninger will stay in Topeka for a year while seeking a new medical school partner amid layoffs and a failed Baylor merger.

He said tax increases may be needed, despite House Speaker Glasscock noting no rush to raise taxes. Graves urged caution against underfunding, while education groups push for more than the proposed boosts.
