Secretary of State Dean Rusk testified to a House subcommittee that the United States maintains a no bombing buffer zone along the North Vietnam border with Red China as a precaution against overrun of Chinese territory. He denied that U S aid to Vietnam drew the nation into the war and said U S actions are driven by security needs, citing Truman and Eisenhower era decisions.

Rusk Explains North Viet Nam Bombing Restrictions
In testimony before the appropriations subcommittee, Dean Rusk outlined why the United States limits strikes in North Viet Nam. He said military effects must be weighed against risks, noting bombing targets mainly in the North with a border strip and two circles around Hanoi and Hai Phong, and that petroleum storage centers have been hit in Hanoi and Haiphong. He added the U.S. would like to halt the bombing but seeks reciprocal peace talks.
