Kansas court upholds land takings for private development
The Kansas Supreme Court ruled that taking private property for industrial or economic development can be a valid public purpose. Douglas County Commissioner Jere McElhaney supported some takings while cautioning against habitual use, and County Commissioner Charles Jones opposed using votes to condemn land for private use. Local officials note benefits to surrounding areas and NASCAR connections.

School board weighs substitute teacher raises
The district considers paying certified substitutes 90 dollars a day and non degree holders 82 dollars. Nearby districts already offer higher daily rates, with Kansas City Kansas at 109, Blue Valley 99, Shawnee Mission 95, Olathe 94, Bonner Springs 90, and others lower. Board member Rodriguez says wages affect the pool of substitutes and the district often lacks enough fill-ins, noting about 75 substitutes are needed daily and shortages occur.
