Start Attack on Harrison Bonus Plan Debate
Washington on April 26 the Harrison plan to compromise the troubled bonus issue faced a Republican drive for the Vinson bill to pay the bonus in full immediately. Senate Republicans lined up for Vinson as the House had narrowly defeated it. Senator McNary called for a party conference to discuss the issue. President Roosevelt’s advisers fear a combination of Republicans and Democrats backing cash payment could upend the administration’s compromise. Harrison’s bill, approved by the Senate finance committee, would pay cash only up to the certificates’ surrender value. Vinson would pay in full but leave financing to the government. Patman would pay in full in new currency. Veterans’ estimates: Patman 2.20 billion, Vinson 2.26 billion, Harrison 1.20 billion. Morgenthau proposed a federal inheritance tax to fund any bonus bill.
