Washington Capitol shooting suspect ruled incompetent
Federal judge ruled Russell Eugene Weston Jr. incompetent to stand trial for the July 24, 1998 Capitol killings. Judge Emmet Sullivan ordered a four month mental health treatment period and a Sept 9 conference to assess competency. Weston, 42, is charged with murdering Capitol Police officers John Gibson and Jacob Chestnut and has not entered a plea.
