Russia must scrap its current budget and adopt drastic spending cuts as tax revenue lags and spending exceeds income. Anatoly Chubais warned Parliament of a 57 percent revenue intake against 63 percent spend and a deficit of over 17 billion dollars for the year amid widespread pay delays and daily protests. The cabinet already endorsed a plan to slash spending, triggering clash with a Communist-led Duma over approval.
