Palestinians Israelis trade proposals in stalled talks
Israeli and Palestinian negotiators exchanged papers outlining views on a Palestinian state and Jerusalem as talks near their end at Bolling AFB in Washington. State Department spokesman Rubin cautioned against overstatement while noting the papers could form core elements of a future settlement. The sides plan to resume work in two weeks at a Middle East site on a broader accord and a West Bank withdrawal. Hasan Abdel Rahman said the exchange was informal. Mark Regev said no historic breakthroughs were expected but a serious, conciliatory process could advance with compromise.
