President Roosevelt and advisers edge toward a $1.5 billion public works proposal to revive business alongside a $1.25 billion relief package. A presidential message to Congress, plus a late night fireside chat, are planned to outline the broad recovery strategy.
Alfred Duff Cooper reports to the House of Commons that Germany is establishing a fortified naval base on Sylt in the North Sea off Schleswig Holstein. He says the Admiralty has considered implications but won’t commit on whether Germany notified Britain of building the Sylt base under the Anglo German naval treaty.
Washington April 13 The agricultural adjustment administration announced state wheat acreage allotments under the 1938 farm program. Kansas received 12,519,879 acres the largest allotment in the nation. County and farmer allocations follow a formula with 12 cents per bushel payments on normal production and deductions of 96 cents per excess acre. Quotas depend on subsidy funding and marketing rules. Colorado 1,504,623 Missouri 1,938,358 Oklahoma 4,291,784 Nebraska 3,466,075 also listed.
Fifteen Liberty Memorial high school soloists received ratings in voice and instrumental categories at the district music festival in Topeka. Several were recommended for the regional National Music Competition in Omaha. others earned high ratings in mixed ensembles. The festival also noted top performances by Topeka and Lawrence groups and the high school band and orchestra. Meanwhile city officials announced a spring cleanup for Lawrence, running April 18 to 30, with enhanced waste collection and strict guidelines for basements, alleys, and street-side disposal.
Masons of the Scottish Rite in the 18th degree will gather at the Masonic Temple tomorrow at 8 pm for Extinguishing the Lights a Maundy Thursday observance. Dr James Naismith will deliver the principal address. Easter Sunday Relighting of the Lights is set for April 17 at 7 am with Prof William J Williams of Baker University delivering the address.
The Santa Fe plug will return to operation next Sunday as officials finalize a schedule. It will run in Lawrence at a similar time as before after a schedule rearrangement. Two Newton to Kansas City locals, one eastbound at 11 30 a m and one westbound at 9 30 a m, will likely be taken off. Further timetable details will be issued later this week.
The stock index averaging 60 stocks rose to 39.0 yesterday from 39.2, signaling a modest gain as trading opened. The change reflects slight strength in the broad market with investors cautious about near term direction.
Ohio Supreme Court rejects Anna Marie Hahn appeal and schedules her execution for May 4 at the state penitentiary. Three more draft classes were called into military service by a government decree published in the official Gazette in Barcelona. The classes affected are 1927 1928 and 1941, covering men aged 32 31 and 18. The 1929 and 1940 classes have already been called.
Senator Bone says the navy is considering plans for two 50 000 ton battleships mounting at least a heavy armament and armor. The announcement notes possible construction in the near term with strategic implications for naval strength.
The weather bureau reports frost and freezing harmed early fruit in Missouri and Kansas while aiding wheat and spring crops. Horace Heidt’s orchestra will cooperate to feature the couple on the Queries and Theories broadcast on WREN from 10 30 to 11 30 p m Saturday.
Alfred Lawrence announces a city wide clean up from April 18 to April 30. Residents must place accumulated trash in convenient locations for city removal to create a cleaner city and better impression for visitors.

John Brand, attorney, was elected president of the Lawrence Chamber of Commerce at today's board meeting. He will take office April 26 at the annual membership meeting. The board also elected George Hedrick secretary and announced new officers and six new directors with Henry Brinkman unable to attend due to burns.
Manila reports an unofficial search by United States and Philippine forces into a fleet of twenty two destroyers and a tender off Davao gulf in southern Philippines. Two US destroyers and two bombers from Manila were diverted or dispatched while officials withheld comment pending confirmation. Japanese official Jitaro Kihara denied knowledge of any such presence and said any visit would require proper diplomatic representation.
Governor Henry Horner of Illinois gains support as a presidential candidate after a second victory over Chicago Democratic machine. Representative Arnold praises Horner as the best man in the country for the presidency. He cites Horner's independence from the New Deal and says Horner can “stand on his own feet.”
The state board of health reports 12 smallpox cases at Coffeyville with historical totals for Lawrence. No 1938 cases yet, but exposure risk remains as outbreaks occur nearby. Vaccination is available at City Hall health office weekdays 9 10 AM and 1 2 PM.
The Douglas County Taxpayers League endorsed forming a secret committee to aid welfare workers by gathering confidential relief data. Other actions included a three member budget advisory panel, study of a county manager plan, and plans for a daytime meeting on the 1938 farm bill. The next meeting is set for May 3.
A city meeting at the city hall announced formation of a 12 team men’s softball league for Lawrence with entry fees of 15 dollars per team and one dollar for each member over 15. O D Lile was re elected czar of all baseball in South Lawrence and J W Stone was chosen secretary treasurer. The city will provide lights bleachers and grounds while players supply umpires score keeper and equipment. Harold Fisher chaired the meeting in Lile’s absence.
George Henry Payne, communications commissioner, charged that some fellow members opposed a congressional investigation. The commission voted five to two against inviting a congressional inquiry into communications and the commission itself.
The county welfare board approved a 50 acre project for growing tomatoes under contract with Columbus Foods Corporation. Relief clients, then WPA families, will receive acre plots, with county supervision, crates and trucking arranged locally. Tomatoes cost 12 dollars per ton and profits offset rental and seed costs.

President Roosevelt asked Congress to provide 537 975 dollars for the Bureau of Mines to acquire the Girdler corporation helium properties at Thatcher Colorado and Dexter Kansas. The purchase would follow the 1937 helium act and include real estate buildings equipment pipelines gas wells data and lease rights.
