Washington April 1 AP Roosevelt added to his emergency program a plan to refinance mortgages on small homes. He urged legislation to readjust existing mortgage debts with postponement of interest and principal in extreme need. He said the settlement would end chaotic conditions harming homeowners and investors and urged swift action. Senator Robinson noted about 20 billion dollars in home mortgages outstanding and that the plan aims immediate relief for distressed small homeowners and mortgagees while preserving tax payments to avoid home losses. Federal Home Loan Bank system currently advances about 16 million weekly and will issue bonds to expand lending until the mortgage market is fully served.

Officer Is Sentenced In Secrecy Case
London April 13 Lieu tenant Norman Baillie Stewart convicted by court martial of violating the official secrets act. He was sentenced to a dishonorable discharge and five years penal servitude. A member of the Seaforth Kishlanders family he was accused of selling military secrets to a foreign nation for £50 or more. Prosecution said the money arrived by mail from Otto Waldemar Obst of Berlin. He claimed funds came from a German girl named Marie Louise in Germany. The king confirmed the findings. Baillie Stewart will serve in a civil prison and was briefly imprisoned in the Tower of London before trial.
