Manila dispatch reports a small rebel force attacked the Third artillery camp from swamp near Paomboan, west of Malolos. Two privates and a lieutenant were killed. two other soldiers wounded. In daylight, American troops scoured the district, driving rebels northward and killing several. a Montana private was wounded.
April 13 report says Fran tisca Stuyts bought Spanish gunboats at Zambonbonnes, Minandaa, then sailed to Maoila and back with vessels stripped of guns. Buyers and crews were escorted to Zamboanga by the US cruiser Boston and told to await Petrel. Instead, the Spaniards handed the boats to Reyes’ agents, were boarded by Rubela who removed armaments. If obeyed, capture would have been prevented. Zamboanga fort remains guarded by Spaniards, and the affair arouses suspicion.
A Manila style statement criticizes the U S proclamation as a tissue of evasions and cant claiming independence while keeping the Philippines under a protectorate. It accuses McKinley’s policy of masking imperial aims and demands full sovereignty for the Philippines, urging firm stand against Spanish promises and American control.
Washington April 13 The war department officials take a philosophical view of reports that insurgents near Zataboangoa captured arms and ammunition meant for delivery to Otig at Manila. They note Otig has withheld payment and believe Spain and Manila authorities will not be able to act quickly to recover or contest the seized materiel.
The United States Philippine commission surveys opinions of residents including priests Spaniards and various nationals about self government in towns provinces and the archipelago Most favor township self government under American supervision while independence is viewed as likely chaos European intervention and tribal wars.

Consul Winslow reports the Liege international exposition will open about May 1, 1903, for six months under Belgium government support. A large site, partly in valley and hills, will host wood working and labor-saving machinery displays. Promoters are Liege leaders aiming for a grand event surpassing Antwerp 1904 and Brussels 1907 expositions. Construction begins early 1900 at a cost of millions of francs.
Went Faramond, naval attache at the French embassy in Washington, hails the American navy. He credits its war with Spain for setting a world standard and notes European interest in sending naval attaches. He highlights rapidfire medium caliber guns and emphasizes attack power over armor.
Capt. W. R. Abercrombie of the United States army leaves Washington for a third military reconnaissance into Alaska. Capt. E. P. Glenn will follow soon with a separate expedition. Both parties will proceed to Montana to buy range ponies to serve as pack animals. No reindeer accompany the missions. The expeditions are described as the best equipped yet to explore Alaska's vast ice and snow domain. The plan draws on prior explorer experience in the region. London county council proposes a 5000 dollar reward to solve the Tandon smoke question.
In Washington on April 18 the admiral Kautz actions were approved as he avoided collisions to protect property and lives. Reports note Berlin’s calm tone amid Samoa crisis and a push for unanimity among the three treaty powers. The German government urged rapid, unified action to prevent further bloodshed as Von Sternberg may soon visit Samoa.
The New York Tribune notes quinine prices jumped about 65 percent as demand surges. U S consumes half the world output while bark surplus dwindles. War with Spain and new African colonies boost demand and drying bark stocks. Some blame London speculators though main cause is overtaken supply and reduced tree cultivation during low prices. It may take years to restore former volumes.
Prof R W Wood of Madison Wisconsin photographed sound waves in air using a spark to emit a wave and a second spark to illuminate the wave with light. The captured wave forms a thin circular shadow with a bright border showing a spherical shell of condensed air moving at about 1000 feet per second. Echoes reflected from a glass plate near the source also appear as circles. These waves were first photographed by Topler years ago but never before by this method.
Admiral Thichborn has ordered plans for three third class cruisers of 2600 tons. Bidders will see plans within a month and contracts will be let. The ships will be unarmored, with improved features from the Spanish War. Plans for second class battleships and cruisers are drawn but no work begins until Congress settles the armor question.
Capt John T Blake aged 03 died of consumption in Kansas City Mo on April 13. He freighter on the old Santa Fe trail and served in the Civil War with distinction. He raised a company mustered into the Stack cavalry at Fort Leavenworth, which fought in more than thirty battles in Missouri and Kansas. He was appointed post master inspector by Lincoln.
Captain Bhurtleffe of the Gerard Tobey reports a Boston reporter nicknamed Charley rose to assistant king of the Yapa Islands within a year. He joined Ning O Keeffe in Ta Yap, agreed to be installed as sub ruler with prayers, while O Keeffe seeks new plantations and potential sales to the United States.
Sam Wah the only Chinaman in Fort Scott Kansas was forced to serve on a jury with five negroes in a contract dispute over removing spooks from two houses. He objected citing constitutional oath rules, court forced a chicken oath, then sat as juror but opposed verdict against the defendant. Also notes papal art prize reopening and other items.
Kamwena grain April cattle prices show steady to strong trade with native steers at 3.45 to 3.16, Texas steers around 4.40, cows and heifers 1.00 to 1.65, stockers 3.05 to 3.15, bulls near 1.00. Beef reserves at 11.00, heating 3.55 to 3.72, packers 3.04 to 3.70, mixed 3.00, lights 2.10 to 3.00. Sheep receipts 200, market fine, lambs 42.96 to 47.5, shoats around 1.00.
