Governor Bennett signed SB 365 providing a 13th check for retirees before 1975, with payments between 20 and 200 dollars due October 1, 1977. He also approved permits for water use, a strengthened child abuse law, and a rural emergency medical communications system.
David Lynn Jackson, 19, and fellow miner Jerry Duncan, 25, were injured in a Gordonsville zinc mine when a 1000 foot drop of steel severed Duncan’s arm and damaged Jackson’s arms. Surgeons at Jewish Hospital Louisville reimplanted Jackson’s arms in a 12 hour operation on April 1. Doctors expect 60 percent use of the right arm and up to 40 percent of the left.
