Board questions constitutionality of exempt schools plan
Kansas State Board of Education members said a law allowing districts to be exempt from many state rules may be unconstitutional yet they will work with Concordia and McPherson districts on plans to improve student outcomes. The districts seek to use the Public Innovative School districts Act to pursue exemptions, including testing methods and teacher licensure rules, while a state attorney general opinion is sought and a first review by a joint committee approved the initial applications.
