Two Kansas budget battles stall near adjournment
TOPEKA AP Two key issues blocked Kansas lawmakers from finishing sessions on Monday. Reapportionment of the Senate and a foundation financing plan for schools faced stalemates as the Senate tabled a House reapportionment bill, while the House Education Committee rejected a Senate plan to provide supplementary state aid to districts in 71 counties. A tobacco tax hike of one cent to fund the foundation plan gained tentative approval, creating a new $2.6 million infusion for the general fund. The Senate also struck its calendar, killing 12 bills including Right to Work and closure of state institutions transfers. The House will review the resubmitted measures and consider a constitutional jury verdict change before adjournment.
