Congress moves to require roll call votes for any future pay raises for members, federal judges, and top officials as part of a renewal measure for extended unemployment benefits. House approval was 406 to 2, Senate action followed by voice vote before sending to President Carter.
Kansas Senate reversed a committee decision to restore 300000 for Fort Hays State College and approved continuing work on Emporia State College's 4.8 million psychology education building. The move follows a post audit predicting space surplus and amid debates over the adequacy of enrollments and facility needs. The bill commits 5.8 million for 1979 and 1980 to finish Fort Hays building.
Karin Williams R N director of nursing services at Kansas University Medical Center, native of McPherson, has been chosen Employee of the Year from about 4400 staff. She has KU nursing school training and current graduate studies and has taught at Research Hospital and Medical Center and KUMC. She lives in Fairway.
The Supreme Court agreed to hear industry challenges claiming the EPA exceeded its authority by ordering states to protect clean air areas. The high court will review a decision of the U.S. Circuit Court of Appeals in Washington that upheld the tougher rules. Arguments expected next October or later.
Cuban President Fidel Castro arrived in Moscow to confer with Soviet leaders on aiding anti white minority governments in Rhodesia and South Africa. Premier Podgorny welcomed Castro at Vnukovo airport as both called for swift end to white minority rule and unity of anti imperialist forces, contrasting Western efforts for gradual transition.
Lawrence Education Association president Darrell Ward hails a 31 7 Senate approval of a bill mirroring the House version. The measure backs mediation and fact finding to break contract deadlocks, adds a negotiable items list, and allows court involvement to prompt mediator action with final board authority on recommendations.
Senate votes 17 to 19 against approving the House version and sends the measure back to committee. Lawrence Democrat Mike Glover vows to reintroduce the reform bill next session without major changes, while Sen. Joseph Norvell weighs a reconsideration. The bill would reduce possession penalties to a $100 fine for one ounce or less, sparking debate over court inquiries into Glover’s own marijuana use.
President Carter urged Congress to keep most food stamp benefits at current levels while vetoing proposals to raise the program budget. Agriculture Secretary Bergland outlined changes that would cut benefits for about 1.58 million families and add 880,000 new households, with fraud controls and vendor reductions expected to save money.
Lawrence building inspection reports last month issued permits totaling more than 4 million dollars for new construction. The breakdown includes 2.36 million for single family, 609,500 for multi family and 1.15 million for business buildings. The largest permit is 710,000 to Advance Inc. for the Chamber of Commerce industrial building at 2500 Lakeview Road.
