Low turnout puzzles Douglas County election officials
Lawrence voters showed unusually light turnout in Tuesdays general election with only about 21 percent of Douglas County registered voters casting ballots. Officials cited weather and apathy as factors, noting 11,733 to 11,807 total ballots including neighboring Leavenworth County and Eudora. Supervising judges reported slow starts at several precincts and frustration from residents who waited or missed opening times.
