ABILENE Kan Charles M Harger newspaper publisher and founder of the Eisenhower Foundation died yesterday at age 92 He knew President Eisenhower since boyhood days in Abilene helped secure his appointment to the academy He was Kansas oldest active newspaper man and president of the Abilene Reflector Chronicle He attended every Republican National Convention since 1908 serving as assistant secretary and was famed for his country editor philosophy as a local voice with close ties to presidents and community leaders.
