Speaker Clark was re elected by 217 to 205 over Republican Mann in a vote signaling unity as Congress prepares President Wilsons war address. A War resolution declared against Germany was prepared, while debates over entry into the conflict dominated sessions.
President Jason prepared to deliver his address once the house is organized and to return to the White House before noon for Congress convening. The address was sent to the printing office early this morning and held there awaiting delivery.
Washington April 2 President Wilson will address a joint session of Congress at 8 o'clock this evening Major ity Leader Martin said the organization would be complete by 4 30 with the senate recessing until 5 p m to await the house. The President is expected to discuss Germany's acts and place the United States on a war footing in broad terms prior to any final actions.
A refugee report from Juarez claims a truce between Villa and General Murguira, with German influence active in Chihuahua City. Alleged plans describe General Klaus recruiting 4000 Germans to force Mexico toward war with the United States, amid internal polarity and calls for intervention.

Polling places listed across wards include City Hall West End Grocery Mass Street East Ninth Street and Locust Street venues. Special drives aim to maximize turnout as candidates make final appeals.
The First Christian Church at Tenth and Kentucky hosts nightly decision services this week from evening until 4 o clock. Rev Geo Darsie will preach and the church quartet provides music. Sixteen people joined the invitation yesterday with many more expected. The Buick belonging to Mrs. LB McGreevy was found yesterday on the Eudora road east of Lawrence after being stolen from in front of the Bower's theater Saturday night. It was found by a Central Motor driver with no damage and had been driven toward Lawrence after possibly going to Kents City and back, about ten miles from Lawrence.
John R Wise departs to Wisconsin as Peairs resumes duties at Haskell Institute after seven years away guiding Indian education. No other staff changes reported. Peairs, longtime assistant and former superintendent, thus returns to ensure the school remains a leading institution for Indian education.
The Kansas Student Branch of the American Society of Mechanical Engineers hosts an all day event at the University tomorrow. Prof A H Stuss is honorary chairman and Capt Warfield US Army will speak at 3 20 on Modern Warfare for engineers and students.

The Dubois The Seven Last Words of Christ Oratorio by Lawrence Choral Union at Robinson Gymnasium drew a crowded audience and high praise.
