Neva Coughlan Proposes Nevada Welfare Reforms
Nevada reformer Neva Coughlan outlines changes to aid programs. Residency for old age assistance would drop from five to two years in nine, aid for the blind would align with the elderly rule, and a federal Social Security Act component would fund disability support. A dependent children plan pairs the Employment Security Department with Vocational Education to help unemployed parents obtain work or training. Automatic benefit exclusion applies to parents who refuse bona fide job offers. A 1962 Public Works Administration program would foster community projects to create work opportunities without federal cost sharing. A hospital care proposal seeks medical coverage for residents 65 plus not currently on old age assistance through a state initiative under federal law.
