Geneva Sum Fails To Break Viet Nam Link At Disarmament Meet
At the 17 nation disarmament conference in Geneva the Soviet Union warned no new pact would be possible until the United States withdraws from Viet Nam. Soviet negotiator Roschchin denounced U S aggression and Cuba provocation while U S chief Foster labeled the speech a propaganda blast and urged progress on non proliferation and underground tests. The session adjourned until August with little hope for a breakthrough as both sides pressed for troop withdrawal from Viet Nam.
