Solons Blast Carter Leadership in Water Policy During Funding Debate
The House Appropriations Committee criticized President Carter for lack of leadership in water resource management and public lands protection while approving a 9.5 billion Interior Department funding bill for FY 1978. It trimmed the strategic petroleum reserve by 710 million and funded naval petroleum reserves and Alaska stockpiles, citing slow progress and policy concerns. The panel also faulted executive budget neglect of resource protection and urged changes in energy policy. A separate riot report described fatal confrontations, property damage, and arrests after police clashed with rioters following a shooting.
