In a wide press conference at the Elysee Palace President de Gaulle rejected Khrushchev's non aggression pact and the Moscow test ban. He affirmed France will advance its own nuclear plans unless the United States and the Soviet Union agree to ban all nuclear weapons. He welcomed Kennedy's signing but said the accords need broader effort. De Gaulle stressed France will act independently to safeguard its security and sovereignty. The session drew over 900 attendees including cabinet members and senior officials. Moscow denounced France as reckless and urged world opinion to oppose the stance. A Geneva disarmament bloc spokesman lamented the attitude while neutral and Western sources echoed expectations that France would persist.
