North Vietnam Calls Saigon a Puppet Regime in Paris Talks
In Paris the North Vietnamese delegation accused Saigon of being a U.S. puppet and rejected direct talks with the South. Xuan Thuy called Johnson’s $1 billion Southeast Asia program a carrot under an American gun as negotiators adjourned the 12th session without progress. The North insisted on a complete U.S. withdrawal from air raids before any peace talks.

Servicemen Exempt From State Taxes
A U.S Court of Appeals ruling upholds that nonresident servicemen stationed in Connecticut are not liable for the state sales and use taxes. The decision, joined by Judge Wilfred Feinberg, sides with the Soldiers and Sailors Relief Act of 1942, saying military absence does not change home state residence. The suit involved Navy Lt. Stanley D. Schuman of Nebraska and Connecticut officials. Connecticut argued for tax collection and administrative feasibility, but the court found those concerns not insurmountable.
