OPEC Ministers Guarded At Caracas Hotel Security Camp In Venezuela

Venezuela has converted a beachfront hotel into a fortified site with up to 5,000 troops, police and detectives to guard OPEC oil ministers meeting at the Hotel Melia Caribe in Caraballeda. A command post and heliport were set up, air and sea surveillance arranged, and border controls tightened to deter terror threats similar to the 1975 Vienna raid led by Carlos.
