Supreme Soviet Shows Parade of Power in Moscow
More than 1400 Soviet deputies gathered in the Grand Kremlin Palace to vote on laws and budgets with rapid unanimity. The process, unlike Western parliaments, features little debate and swift approvals, including a $95.7 billion 1963 budget. Deputies come from military, literary, and official circles, with some workers on stage as symbolic inclusions. Officially two houses exist, the Council of the Union and the Council of the Nationalities, sharing power.
