Too Many Chiefs in U.S. Energy Bureaucracy
James Cary examines the fragmented U.S. energy program two years after the 1973 oil embargo. He notes at least 10 agencies directly handle energy, with many more involved indirectly, creating duplication and costly overlap. The 1974 FEA and energy reorganization Acts centralized some functions, but no single energy department exists. The Energy Resources Council under Secretary Morton aims to coordinate, yet questions remain about the optimal structure.
