The Nevada Association of County Commissioners appoints E. Warren Hursh of Fallon to the State Ethics Commission. The FTC proposed an industry wide crackdown on health spas citing widespread consumer fraud. Rules would require refunds, a cooling off period, and clear warnings for customers over 35 or with heart conditions. Prohibition of contracts over two years and prorated refunds with up to 5 percent cancellation fees are planned.
