Vice President Hubert H. Humphrey arrived in Mexico City to sign a nuclear arms ban treaty and said Johnson's decision not to seek a further term was clear and historic. He offered no further comment and praised the President's speech as moving and inspiring.
President Johnson announces he will not seek or accept the party nomination again. He urges negotiations with Ho Chi Minh and a bombing halt in North Vietnam to pressure peace talks.
