Washington Feb 200 The House gave final approval to the Muscle Shoals oil plan allowing government operation of the power plant and lease of the nitrate plant to private industry for fertilizer manufacture. The vote was 6 to 153 and may go to the White House within ten days. If not acted on the measure could die. If no private operator leases within a year the government will run the nitrate plants.
