Federal agents intensified the spy hunt aboard the Nieuw Amsterdam. Every person on board will be thoroughly searched ashore, and every case and cash will be opened. The event follows reports that a German spy was captured on the vessel.
The Associated Press reports President Theodore Roosevelt is somewhat improved today. Friends believe a turning point has been reached and recovery is underway. Physicians estimate a hospital release in about three weeks.
Paris February 9 The Petit Parisien reports German documents claim a prominent French scientist obtained Russian revolutionary papers showing German funding of the Bolshevik movement The papers include a March 1917 circular from the German Imperial Bank instructing Swiss representatives to honor all money demands of Lenin Trotzky Zinovieff Kameneff and others.
Special to The Times reports Havana, Cuba on February 9 describing a dire food crisis. The regulating committee warns Cuba will soon exhaust flour lard and other staples as sugar production continues. Relief is urgently needed to avert widespread hunger.

Martin of the California Ship Building Company praised the purchasing and traffic departments for their handling of materials and equipment.
