Reactionary letter attacks Rio Grande highway proposal

A signed piece by A Reactionary to the Houston Post denounces the projected military highway along the Rio Grande as vermiform and insinuatingly sophistical. He decries it as unconstitutional, claims Congress can only authorize post roads, and argues railroads already allow swift troop movement from El Paso to the river mouth within 48 hours.
