City attorney is asked to rule on residents right to fence an old road along the west side of the track crossing the central addition. The road from the Rolling mill to the lower county road bridge is heavily used by West side residents and Little Laramie dwellers who have spent years developing a swamp‑back highway. They allege fences prevent continued use, forcing a mile and a half march instead of half a mile to the bridge.
