Amendment Underway On Plant Variety Protection Rules
The USDA proposes changes to the Plant Variety Protection Act to set reciprocity limits for certificates issued to foreign nationals. Equal rights would apply to Germany and the Netherlands. UK nationals face a 15 year limit for some species and cannot reject sales. U.S. breeders receive up to 17 years with exclusion rights. Public comments due by June 24.
