Draft constitution for Australian federation outlined
The Convention prepared a draft constituting the proposed federation to be submitted to colonial voters for approval. If accepted, a bill goes to England for Imperial assent, then the queen proclaims a Commonwealth day and appoints a governor general to form ministries and elect parliament. The powers mirror US Congress with coinage, trade, taxation, and vetoes by the queen. The governor general accredits ministers, and the Supreme Court will have a chief justice and at least four associate justices. A uniform tariff will end intercolonial duties, while states retain their powers except as limited by federal delegation.
