Bell's irrigation bill proposes federal aid for western lands
Representative Bell introduces a plan to divert the Gunnison and Grand rivers into Colorado's Uncompahgre and Grand river valleys. The bill funds surveys, maps, and land irrigation at 2.50 per acre with water rights sold at 10 per acre, repaid at 1 per year, and allows canal liens for an electric plant while preserving irrigation value. Bell argues it reimburses the government by selling lands and water rights, addressing prior objections to reclamation.
