South Coast Water District beats drought goals with conservation
Two percent of 406 water suppliers met August targets as agencies may face 10000 per day fines for noncompliance. South Coast Water District serves Dana Point, South Laguna, San Clemente and San Juan Capistrano. it reports 440 first notices, 174 second notices, and six third notices through Oct 1. Fines play a minor role in reductions, with savings credited to turf rebates, leak fixes, recycled water, and outreach to top users. Top 50 users cut water use by 40 percent in June to August versus 2018.
