A long, critical column discusses Grover Cleveland era post office changes in La Porte, alleging offensive partisanship, questioning Deputy Auditor Stewart’s extra income and bank work, and sparking debate over Civil Service reform and patronage in 1880s Indiana.
From Vinton Engle to Sherman in reply to Mr Jacob Rich inquiries, the case cites Brown’s delinquency. It lists failing a clear account sworn by his oath, unaccounted public moneys, and adding a claim to funds as reasons for not approving Audit or Brown’s bond. Acting Auditor Cattell notes 1883-4 monthly reports were mostly aggregated and sworn by the Auditor or deputies, with records showing improper expenditures by the Auditor’s Clerk’s Fund.

He notes lack of railroad delaying emigration, growing land values, and hopes for a South Loup valley railroad. Describes homesteaders, stockmen, weather, and local life including cattle, crops, and festive cowboys.
