Editor disputes Hitchcock Extension bond need and funding plan
The commissioner states no statement supports building the Hitchcock Extension without a new seawall bond election. The 1971 seawall bonds target finishing the Texas City La Marque seawall design, a dogleg, escrow funds for a permanent dogleg and pump, Highland Bayou flood control, and railroad bridge raises. Completion likely needs 5 to 10 million in bonds. an election will occur unless engineers deem the extension uneconomical.
