Chicago Sept. 25 President A B Auckney of the Chicago Great Western testified for the defense in a federal court suit brought by the Interstate Commerce Commission against 18 railroads. He said packers practically dictate railroad rates and that roads cannot refuse when packers demand a rate. The packers asked for a rate and would push for a lower one if the demand is not met.
