City officials project the 1910 tax levy will fall from the current rate. Rough estimates show total expenses around 32 000 with debt service and water bonds, implying a levy near 10 or 11 mills compared with 18 last year. Assessed valuation jumped, boosting potential revenue despite the cut.
A broad assessment system suggests the La Grande city levy will fall with a 10 mill tax on the 1913 assessment of 3 768 615, yielding about 27 000 plus 33 000 from fines and licenses. Revised water receipts and bond interest push expenses near the budget, possibly necessitating an 11 mill levy if costs exceed estimates. If interest on water bonds were absent, the levy could be halved due to doubled assessed valuation.

Pender described attempts to help her reform but says repeated promises to quit failed, leaving him to safeguard his own children. Burns died of a crushed skull after the incident.
